马来西亚是全球人口老化速度最快的国家之一，根据统计局的数据，我国预计在2030年就会成为“老人国”。到时候，60岁或以上的人口，将占总人口超过15%，也就是接近500万人。 然而，大马医药协会（MMA）前主席辜家财和马来西亚居家护理安老协会（AgeCope）主席德仁都异口同声表示，政府至今还没准备好应对这个现象。 条件苛刻  老人院执照难申请  德仁表示，随着乐龄人口逐年增加，社会对老人院的需求将越来越高，目前全国1700间养老院的数量绝对不足以应付这项需求。 他坦言，在这1700间养老院当中，只有382间持有合法营业执照，其余都是无牌营业。 德仁解释，目前而言，安老院的执照是由福利局发出，申请执照的过程必须通过4个部门，即福利局、卫生部、消拯局和地方政府，但各个地方政府的申请条件并不统一，甚至同一个州属的不同市议会有不同标准，导致业者非常混淆，来回奔波到最后都未必能取得执照。 “消拯局要求老人院必须安装消防喉辘系统，但这套系统需要4至5万令吉，对小本经营或依靠大众捐款的老人院来说是很贵的成本，而且一些市议会规定老人院只能开在商业地段，所以如果原本开在住宅区地段的老人院要申请执照，就需要花几十万迁址，根本是负担不起。” 因此，他希望政府可以统一化全国申请老人院执照的标准，并放宽一些条件，例如老人院可以开在任何社区、在住宅区开办老人院无需得到邻居同意，以及用灭火器取代消防喉辘等等。 不准请外劳  本地人不做 除了申请执照不容易，国内老年护理行业目前也面对请不到员工的困境。 “老人院目前属于慈善机构所以不允许聘请外劳，但本地人又嫌脏没有前途不要做，以致于现在在老人院做工的，大多是没有学过护理知识或者是学历比较低的辍学者。” 德仁坦言，老人院服务也是一分钱一分货，想要家中老人得到优质的照护，就必须付更高的费用聘请专业看护，以雪隆区为例，收费可介于1500令吉到8400令吉不等。 因此他认为，福利局目前给予贫困乐龄人士或照顾者每月300到500令吉援助金的措施，并不能长期有效帮助这些家庭纾困。 他透露，我国在10年前其实是有很多护理学院的，但随后陆续关闭，导致护士毕业生大幅减少。 因此，他希望政府在2023年财政预算案中可以拨款在全国各州复办这些护理学院，以系统化培训更多专业看护，并制定一套规范的薪酬制度，以学历来决定薪水，这样才能够吸引更多年轻人投身老年护理行业。 大马仅有36名老年病专科医生 此外，大马医药协会前主席辜家财表示，政府也需要设法增加国内的“老年科”医生，因为根据我国的人口比例，我国需要600名老年科专科医生，但截至2019年，在卫生部注册下的老年科专科医生只有36人。 他说，由于我国卫生系统现在迫切需要更多的医护人员来解决医院爆满的问题，因此，大马医药协会希望今年给卫生部的拨款能增加到占国内生产总值（GDP）的5%。 特别报道 | 人口老化，我国准备好了吗？ https://cn.syok.my/podcast/episode/96462
